The two governing documents are the ASHRAE Code of Ethics and the ASHRAE Bylaws. ASHRAE is accredited by the American National Standards Institute (ANSI) and follows ANSI's requirements for due process and standards development. ASHRAE comes out with standards for both its members and professionals dealing with refrigeration processes as well as the design and maintenance of indoor surroundings.
These standards serve the purpose of getting consensus for the methods of testing for use commercially and the performance criteria for use to guide the industry. Public review is one of the procedures that ensure that standards are developed with the industry in mind. These include advisory, normal and the fast track public review.
In the unusual case that a standard is to be withdrawn, there must be proof that it is contrary to public interest, has any unfair provisions, is technically insufficient or not suitable for national use. The standard may also be withdrawn based on any illegal grounds.
