Local Government Laws Amendment Act
- Provincial executive councils could dissolve municipal councils if they cannot or do not fulfill their responsibilities, and could conduct investigations on removing particular municipal council members in cases of impropriety.
- Municipalities with ward committees to help foster democracy in poorer and uneducated areas were required to establish ward committees in all wards of a municipality, and municipal councils were required to pay out-of-pocket expenses for anyone acting on behalf of a ward committee.
Municipal councils were also given the authority to determine terms of members on individual ward committees. - Non-executive deputy mayors, or deputy mayors elected by municipal councils rather than voters, were limited to a maximum of five years in their role, with the final year not to exceed two years after a municipal council election.
Councils could also employ candidates for provincial and national office provided the employees resigned upon winning election.
Fiscal years for municipal councils were changed to begin on July 1 and end on June 30 each year.
