Nevada Department of Motor Vehicle(DMV) laws regarding motor-driven scooters, also known as mopeds, focus on the lawful operation of the vehicles through licensing, registration and insurance requirements. Depending on the vehicle's specifications, the scooter may qualify as a motorcycle and become subject to the rules and laws concerning motorcycles in the state. - Nevada DMV laws require a driver who wishes to operate a scooter on a public street in the state to at least hold a Class C license. This class of license is the type most drivers, such as those who operate cars, possess. Drivers without a license must first obtain a permit, which requires documentation such as proof of identity and evidence that they have passed a vision and knowledge test, before they can obtain a license. Scooters that qualify for a Class C license don't require vehicle insurance or registration. The scooters that require this license possess a gross broke horsepower of two or less, a displacement, the capacity of the engine's pistons, greater than 50 cubic centimeters, a watts final output of 1,500 or less and sustains a speed of less than 30 miles per hour on a flat surface. Scooters that exceed these limits are considered motorcycles and require a Class M driver license.
- In Nevada, scooters that exceed the requirements for vehicles that qualify for a Class C license require a Class M driver license for lawful operation. Drivers may obtain the license by passing the state's written and skills tests, or completing an approved course from the Office of Traffic Safety. If the driver is under 18, she may only drive the scooter under the supervision of a person age 21 or older who has a Class M license. Registration and insurance are required for vehicles that require this type of license.
- Nevada requires that scooter operators of Class M vehicles register the vehicle with the DMV. If the scooter was purchased from a Nevada resident, vehicle registration requires proof of insurance and a report of sale. Scooters purchased from a dealer who doesn't reside in Nevada require proof of insurance, bill of sale and either a title, lease or security agreement or a certificate of origin from the manufacturer. The vehicle identification number(VIN) inspection, a serial number that identifies individual vehicles, is also required for out-of-state scooter purchases. New residents to the state that purchase a scooter must have a VIN inspection, proof of insurance, title, current registration and license plates. Scooters obtained from a family member as a sale or gift, and scooters bought from a private dealer, must have proof of insurance, current odometer reading, VIN inspection and a title or a financial institution's security agreement. All scooters are exempt from the emissions inspections required for the registration of other motor vehicles.
- A Nevada evidence of insurance card is required for Class M scooters and have minimum liability requirements. Liability insurance is obtained through authorized providers in the state. Bodily insurance coverage must be $15,000 for an accident involving one person. The total bodily injury coverage must cover $30,000 per accident for total bodily injury. Property damage must be $10,000 per accident.
