A plebiscite is the process of referring a political question to the general electorate. Voters are asked to answer yes or no to a written question. Originally in Canada the term plebiscite referred to a process in which the results were not binding, in contrast to a referendum in which the results were binding. Today the terms plebiscite and referendum are often used interchangeably.
