The skilled independent visa is a permanent resident visa with the right to apply for citizenship visa after 4 years. It does not require any sponsorship by an employer or any territory or state. In point test the passing marks are 120 and there are some other factors in addition to the above in order to earn extra points. Such as-

Skilled-sponsored (176) - Under this category, an applicant who doesn't clear point test can seek sponsorship from a particular territory or state or from an eligible relative living in Australia. The applicant under this category still needs to meet the requirements and must pass a skill assessment before participation in application to territory or state sponsorship.

An applicant under this still needs to meet basic requirements and must pass a skilled assessment before applying.
