During the 17th-18th centuries, the genre had some real good artists.

By the 19th century, the form was a dominant off shoot of Academic Painting.
Mid-19thcentury saw the arrival of Historicism, which was was more about copying the styles and the concepts of History Painting.
In addition, the mixing of History Painting with a new form called Genre Painting, which revolved around the routine life and people, further lessened its luster.

Conclusion History Painting has been fancied as a very exquisite and a meticulous form in the world.
With the absorption of newer concepts and limited novelty left in it now, its charm is lost and there are very few takers for it today.
Unlike the yesteryears, where the painters' stroke took long hours, days, months, & years, much sweat and skills, print and visual media do it pretty efficiently and perfectly now.
Once considered the grand genre in the hierarchy, its a rough road for most to pursue now.
