    • 1). Record the license plate using either a pen and paper or camera. Take down any additional details, such as color and make of the vehicle.

    • 2). Select an agency that will help you match the license plate with the owner of the vehicle. Three options are License Plate Search, which charges $14.99 per year; DMV Search Pro, which charges $1.66 per month; or the California Department of Motor Vehicles, which charges $5 per record (see Resources).

    • 3). Follow the agency's procedure for performing a license plate lookup using the license plate number you recorded. The process varies by agency, so use the online instructions and the follow the steps listed.
