How to Make a Baby Tutu With Elastic

1). Cut pieces of tulle in the desired length for the tutu. Measure your baby's length from her waist to her knees. Cut the pieces twice as long as the measurement. Cut as many pieces as needed, depending on the fullness you would like for the tutu.
2). Cut the pieces of ribbon using the waist-to-knees measurement from Step 1. Cut about 10 pieces, or as many as you would like to decorate the tutu.
3). Measure your baby's waist. Cut a piece of elastic using the measurement. Tie the ends of the elastic together to make a circle.
4). Place two or three pieces of tulle on top of each other. Double the tulle pieces and tie them to the elastic from the middle. Tie a few pieces of tulle and then tie a ribbon to decorate. Continue to tie a few pieces of ribbon followed by a ribbon until the tutu is complete.
